This is a limestone Neo-Hittite corner orthostat from Aslantepe (lion's hill) near Malatya. Here we see a god standing on a stag to the left, wearing a pointed horned hat, holding a bow in one hand and the reins of the stag in the other (the notice also indicates a three-pronged object, not identified). To his right a figure who pours a libation and holds a lituus (Wikipedia: The lituus was a crooked wand). In the Turkish text it is indicated he is a king. Further to the right a servant holds an goat.
