To use the reflection more, you really need to have almost identical images above and below the water line. Alternatively, you could have just taken a picture of the reflection so there were no distractions.
Also, if you had stood EXACTLY centred, the converging diagonals would have drawn the viewers focus into the centre of the frame more effectively.
A slow shutter speed would be worth a try to blur any distracting people but this would also mean carrying a tripod around!
