Super shot! The insects look like plant bugs (Miridae), poss. in the Genus Neurocolpus. They wouldn't have been hatched in this cocoon which looks like a moth cocoon. Many of the hairier caterpillars make their cocoons by pulling out their hairs! And this is what this looks like, though the long 'ropey' thing is puzzling. I can't say for sure who might have made the cocoon, except 'probably' a moth. The bugs may have been investigating.
