After taking this picture,
a police officer stopped me and
asked me to apply a permit for photographing inside the station.
(He thought I was taking commercial photos)

Hi CM; Great Capture here w/the Big D3 - many people from all over the world shoot photographs in Grand Central Station on a daily basis; I'm guessing the reason the NYPD approached you is that you were using a tripod or monopod & if they see this they will approach you and say permits are req. for that type of shooting (it's happened to me there also when I used a monopod for 1 shot).

Hand held photography is allowed in GCS as long as you take your shots(s) & go; you can use a small point & shoot or a big DSLR but not a tripod/monopod.

I am surprised that you were allowed to photograph the interior of GCS. September 11th changed a lot of things in our country - especially New York. V.
