But they sure are! I wore that uniform while in the military. All are members of the celebrated and much honored 22e Regiment or Vandoos and they call them in English. They are all highly trained army soldiers, most have now done 3 to 4 tours in Afghanistan and many have died there. Thpse hats are very heavy and VERY hot, they are made of bear skins. When you see one guarding an entry ... they can't move at all for long periods, so the best thing you can tell one is ... what time it is! That way, he knows he has so much time left on his shift, since he can't look at the time! The goat is emblematic and a mascot of the Regiment. In terms of military, they are much like the Marines in the USA.
