I'm pretty sure that this Empyrean Sphere features the main planet where the Intergalactic Empyrean Council meets every 2 blue moons. The Council is somewhat secretive of course, but I believe my source to be solid in this instance. Problem is, I have no idea which of the biospheres is the actual location, so you'll have to do some discovery yourself to get any more details than what I have. Further exploration is necessary, and the vortex might provide some clues.
