Tientsin (now Tianjin) is a coastal trading city, the historic northern center for foreign trade as Shanghai was the southern center. Under the foreign treaty system, it was to a certain extent exempt from Chinese law. It was viewed as a refuge by Chinese officials on the losing side of the battles, as well as a haven for foreigners.
