Pelicans ride high in the water for their weight. They have hollow bones and large air sacks. They have hollow bones because they do not dive for their food. The herd the fish into shallow water and then scoop them up. They can hold 3 gallons of water in their bills. When a fish is caught they tip the beak forward and let the water run out before downing the fish.
