Western Grebe, female

Pillar Point

The eye right on the boundary between black and white in non-breeding plumage leaves species identification doubtful by itself, but the notably greenish bill color supports calling this a Western. The apparent slight upturn of the relatively narrow bill supports calling it a female.

It's interesting about the upturned bill differentiating between females and males. Nice image.
