wind blown snow sunset April 1

I have digital artifacts showing up in this image. Check out the Questions and Answers forum for a puzzling phenomenon regarding this problem. I cut and linked this photo to that forum for help and the artifacts didn't show on that page. Image has been sized to 199 pixel resolution and 799 x 533 for size to see if it is compression damage from Pbase. Any ideas?
