This is unusual looking thing. Handmade propeller attached?
There is a wonderful children's book by Astrid Lindgren about Karlson on the Roof.
Remember, Little man Karslon had a propeller on the back... actually the shape pretty similar too. Thank you for awaking such pleasant memories :)
