Many elements have come together to complete this image.
Look at the colour palette - there is not a jarring note to be found.
The leading lines is a very strong compositional tools as is the repetition of forms (down pipes, lamps, windows, doors) from front to back -
and of course you have the people adding that extra point of interest. I can see a much moodier photo being attained by the use of some dodging and burning - if you were interested.
