Not much chance of these tyres rolling away!
Really, I have no idea about what's happening here. I don't understand the tyres and I don't believe the sign.
According to the map (in Chinese, so this is second-hand info), behind the wall is a water purification plant run by the drainage services dept (or some similar name). I don't see the connection with either tyres or motorboats.
