I converted to B/W.

Used the polygon selection tool to select the bright windows.
Feathered the selection by 3 pixels and darkened it.

Used the magic wand tool to select the specular highlight below and to the left.
Feathered the selection by 2 pixels and darkened it.

No advanced techniques used anywhere. :)
