Louisiana cashed in on legal gambling by passing laws setting rules for casinos. They had to be "riverboats" and had to have propulsion systems. Several were built and are in operation, though they hardly ever move from their moorings.
Native American casinos are the only exception to the "riverboat" laws - tribal lands are not subject to state laws and they operate several land based casinos
