I think this is a warning to beware of falling debris from construction, but I must admit to thinking it was to watch out for "night soil."

Did Phil say the "s" word? This looks like a generic warning, just telling you to watch out!!! Of course, the fact that it's rocks does not preclude night soil. There are rocks and then there are rocks!!
