This statue on Santiago's Santa Lucia Hill commemorates the mapuche Caupolican. He was one of the chief mapuches that fought the spanish as he didn't want his land to be conquered by the spaniards. He fought Pedro de Valdivia (founder of the city) again and again, making his plans quite difficult. At the end, Pedro de Valdivia did win, but with a good battle.
