Ferruginous Hawk

Obviously a grainy shot, but it shows the long, tapered wings to good effect. The whiteness of the underparts of this bird is striking, and hinted at in this photo. The base of the tail is obviously white, and the underwings show no hint of the dark wrists shown by light-morph Rough-legged Hawks. The secondaries being shaded darker than the primaries is an artifact of lighting.
