I saw something similarly strange on the peninsula in Marie Lake. The tiny leaves were so densely clustered they looked like a brain. The puff-ball flowers were at the ends of stalks, too. Yours looks like the blossoms have dried.

The closest match I found was Eriogonum ovalifolium var. eximium, "Brown-Margined Buckwheat," which is very rare!
