Possibly Hellinsia species of plume moth. The fuzzy stuff at the bottom of the pupa is the shed skin of the caterpillar. I have been seeing dozens of these tiny little pupae on goldenrod leaves. At first I thought they were a bit of something dropped by a bird or some other creature, but when I took a photo and viewed it I could see it was a pupa.
