Thia tiny caterpillar was on a rose bush in my garden. As far as I am concerned they do little damage and appear in such small numbers that I don't care if they want to chew away on some of the rose buds! They turn into a small and intriguingly shaped moth. To see what one of these moths look like, click here: http://www.pbase.com/laroseforest/image/133677955
Thanks to Bug Guide (a great resource), this species has been identified as Cnaemidophorus rhododactyla.
