I can't remember which tree species this leaf is from and there isn't enough detail in the photo to let me ID it, so I am uncertain what might have caused these particular galls. You see, most gall-making insects are quite specific to a particular species of plant. However, these are likely made by one of the gall midges (Cecidomyiidae).
