Willow trees and shrubs are particularly susceptible to gall-making insects. In most cases, these galls do no damage at all to the plant. This particular 'cone' gall, known, not surprisingly as the pine cone willow gall, is extremely common on willows, and is made by a little Cecidomyiid gnat called a gall gnat.
