Larry, I would guess this boat is practising for The Great River Race which will run on Saturday the 17th September.
About 300 boats of various types will race from Ham House to Greenwich, opposite the Cutty Sark. The race distance is 22 miles and is for virtually any boat propelled by a minimum of four oars or paddles. No engines or sails allowed.
