There is no evidence of an electric line buried below the tape line (the electricity flowing in my building is purely circumstantial evidence). However, everything on the far side, except the pond, was about to be torn out.
The Rhode Island Department of Environmental Management is somewhere, indirectly behind this. The rain falls on the parking lot, the parking lot grades toward the pond, the runoff kills the fish, and RIDEM kills the trees to rebuild the retaining wall.
Oh yeah, there's a highway running the entire western shore as well as a ramshackle BMX path, and a gas station, supermarket and self-storage complex on the northern end of the pond. But it's our parking lot that's killing the fish.
