I'm aware of what Keçiören is -- I interviewed the mayor and wrote a full-page article on Estergon -- but it would sound very odd to me to say "municipal waterfall." And I wouldn't really call it a town, more like a district of Ankara.

Keçiören is not a "city". It is a town/a municipality of the city Ankara.
