Out of place

Situated on a wall in Art Allery with a number of DC Statehood murals, but I can’t see how this one fits in, whatever it means.

Best to view in "Original" because other versions resized by PBase are decidedly unsharp.

I guess they ran out of walls, posted earlier:

Nice find but I'm not sure what the message is, a paper airplane with the image of the Lilienthal Glider on it, on fire?

I wonder what the message is supposed to be? Looks like one of those early "magnificent flying machines," but why on paper and on fire? Interesting.
