The two seated men were having a picnic or a meeting or something. The man in white is bringing supplies from the car, and I think the other guy with the shemagh was with them, too. It’s not so clear here, but there are cars parked in the distance with groups picnicking in the sand. It was hard to get this without being too obvious!
