The tab stop was bent down and twisted (from the factory). This limits rotation of the cam. The arm on the cam is bent down too.

Here is a look at the rear with the latch removed.  I had to remove the lower trunk cover to get the latch out.

I am going to glue a couple nuts under the cam to prevent it from wobbling and bending under stress

Now the nuts support the bottom of the cam throughout it's rotation.
