Evasive Action - doing a flip

This hawk (what is it?) was taking some evasive action to get away from two seagulls that were attacking it. I figured it had perhaps been into a nest. The seagulls were chasing it all over the sky.

Looks like a young Red-tailed Hawk. hard to tell for sure though without seeing more of it. That's quite an unusual position to see one in. Great catch!
