Certainly can be called driven snow; the wind must have been more than a litttle strong to drive it at that angle - the shutter speed was spot on, super shot.

What a mess. Well shot. I guess in the Willamette Vally if people brought there flag in when it rains they would be going in and out every 5 minutes.
