After placing text on a new layer, I proof read, then rasterized the layer.
I made a duplicate image of the fence, converted to black and white and increased contrast.
I used this b&w image for a displacement map of the "sign".
I used the layer styles Blending options sliders to let some of the wood/paint show through.
On a layer mask of the "sign", I masked the spaces between the fence boards.
