I created 2 HDR layers from the original RAW file: one for best face exposure and one for more detail in the outer flames. Masked to maintain dark background and best features of each layer.
Softened the area of the blown out flames with smudge and blur tools.
Cloned in new flames from the details in the perimeter.
Added adjustments layers for color and brightness/contrast.
Used liquify tool on the cloned flames plus a little blue color at the base near the torch.
