I detect some cynicism in the photo's caption. I was under the impression that the signs were designed to tell drivers how fast each lane's traffic was moving, so that drivers in a hurry could switch to the faster lanes. Lane-switching eventually causes all lanes to have the same speed, thus justifying the enormous expense of the signs.
But I saw an article today about construction beginning on NYC's 2nd Ave subway line, the
building of which was approved by referendum around 1950. Can't make this stuff up.
Our municipal government doesn't have the brains to do anything sinister, they can't even build a streetcar line

or add some wider sidewalks
