Gary has mounted his bar using the panel screws and wrapped portion of it with electrician's tape to protect the paint from damage. I suspect the relatively thin bar must vibrate and bounce a little. I would suggest drilling a hole close to the outside bend and also into the fairing. A rubber faucet washer between the bar and fairing with a screw and nylock nut through them would reinforce the bar, reduce the vibes and protect the paint. Placement's a little high for foglights but perfect for driving lights. Just a suggestion.
