Bird On A Wire

Just a quick snap on the way to work. Luckily he was kind enough to hang around while I pulled over
and grabbed a shot out of the car window.
My default suggestion is that it might be a Red-tailed hawk, but possibly a Swainson,
but I'm sure someone will let me know?
