Censorship Police?

Based on the comments for the picture linked below, it potentially received 11 votes.
Given that it may have had 11 votes, in theory it should have appeared in the 7 day popular photo galleries
at http://www.pbase.com/galleries?view=popular_photos
Is there a Pbase overseer that overrides the general perception of Pbase peer review?
If the picture was deemed unsuitable for the popular galleries, I'm curious why?
Given that the galleries contain semi nudity, cleavage etc., I fail to see how this image is so unsuitable.

Dave, sometimes I had 21 votes and never saw my image in the popular photos, so the best is, don't look or look at my profile I wrote how I think about voting.Enjoy the way people react on your images,is more important then a vote.I liked your image .

Kevin has a point, maybe there is a delay from the time the votes happen and when the image shows up in the populars....And I have seen a lot of images in there that are more R rated than your very creative buttons and bows shot.

Gives one to wonder. I actually like the belly button shot. I'm still trying to figure out this one though. I see the antenna, so it must be on a car, but it reminds me of the lanes in a swimming pool.

I also often experience a huge lag between reported votes and appearance in the popular photos. I am fairly sure the process is automated so I don't think this is a censorship thing. But it might be worth a note to the powers to be. I loved that shot and this one as well. V

I've often wondered what happens to images that should be in the popular pages according to the number of peers that are said to have voted. I too have had this happen on a few occasions. I think that your belly shot is very original and most intriguing!
