The intense wind was pushing the fog up and over the hill, which saturated the needles until they were dripping... This kind of cool lushness is usually reserved for winter.
The incongruous WWII era tunnel is an interesting counterpoint; something that "is not a forest". There is more meaning in such juxtapositions.
