Here's how I made the boarder. I use PhotoShop Elements.
First I made a duplicate copy of the picture.
Working with the copy I resized it from 800x600 to 748x548. Next I resized it again to get a pixel wide white boarder around my image, it's now 750x550. I applied USM. Selected the entire image and copied it to the clip board.
Back on the original, still 800x600, I used levels to darken the image significantly. I added a slight Gaussian Blur (.5 pixel) to soften everything. Then I pasted the clipboard over the image. The clipboard image is smaller and because it's the same proportions as the original it's placed right where I want it, in the middle.
Flatten the layers, "save as" and post.
My inspiration for this technique is ISO's work and Jim B's original yellow high lighter that blurs the boundary between image and boarder.
