The soldier is a National Guardsman assigned since 9/11/2001 to increase visibility of armed patrols in high volume locations such as bus and train stations. They were having a chat to pass the time.. -tv

Nice! I'm trying to figure out what the man (looks like a soldier) was doing in front of the patrol man for .8 seconds. Very interesting.
