Norfolk Hawker pair? (Aeshna Isocelese)

This pair never landed once while I was at the pool for over an hour and were very attention-grabbing from the flight pattern constantly dipping her tail end into the water between horizontal dashes. Not easy to record, sorry about quality. It looks as if her tail may be damaged and the ID is tentative; any experts able to comment further?
