This only looks like an old foto cuz I PS'd it that way (mostly cuz it was out of focus)

In Ps I did this:
changed mode to grayscale, then back to RGB
In adjustments, used curves and then color balance to achieve the old-timey colors
Extracted the car to its own layer
Applied Gaussian blur to reduce the focus of the obvious late model cars
Sharpened the Old Car
Flattened the layers
Applied the Diffused Glow Filter and added grain
