It's supposed to be a model of HIS car but he says there are detials that aren't quite right . . .like the wheels

filter >sharpen >unsharp mask> 100%
image >adjust >levels
image >adjust >brightness and contrast
image >adjust >color balance

duplicate layer
filter >blur >gaussian blur (about 2)
filter >distort >diffused glow > graininess - 2; glow - 1; clear - 19
eraser set to 54%, erase wheel detail to regain sharpness for emphasis

merge visible
