Added Color Saturation in DPP4 while this was a Raw image, also +2 contrast, -1 Highlights to protect the whites from burning out...then, in Photoshop, as a Tiff, used the dodge tool to paint the sea lions to make them lighter and stand out against the very dark rock shelf; then, maybe lastly, a subtle "S" pull and push in Curves, again, PS, to lighten the entire image a bit because it was very dark.
AS I think about it, I probably also painted the horizon and clouds with a soft burn tool.
Nice capture of a pretty scene. It is fun so see the sea lions resting as the waters splash around them. Also, I'm always amazed by how such a calm looking ocean can produce such large crashes of water on rocks.
