As part of the new routine first instituted under Mayor Rudy Giuliani, shift officers were to patrol the parks and playgrounds each morning, and to make any homeless persons who might have been sleeping there leave these public spaces. Operating on a crime prevention strategy rooted in the “broken windows” theory that quality of life offenses should be enforced strictly; the homeless are treated as potential criminals rather than citizens in need of social work services. Note the significant presence of garbage strewn about this park. The “broken windows” model also suggests keeping such public spaces clean (free of garbage, graffiti, broken glass, etc.) so that deviant behavior is not encouraged.
