OK I
1) added a layer
2) in levels pushed the right slider to the edge of the right peak, push the center slider to the left
3) sharpened luminosity channel
4) selected the sky with color select and then used curves to bring up the clouds
5) added some saturation

But all this still doesn't make a good shot I'm sorry to say. It's soft looking and just not very dramatic.
