I spoke to him and asked if I could take his picture - no response.

Then I asked his name and tried a little chit chat but he never spoke or changed his expression (and I speak fluent Spanish.)

It occurred to me later that maybe he was deaf.

If not he was probably just thinking "what's that crazy gringa doing taking a picture of me - just calmly sitting here minding my own business."
