"Kadayawan Festival" contingent from Davao City, Mindanao.

Actually, the hat represents that "Tastes like heaven, Smells like hell" durian fruit which abound in the area.
No amount of glossing over the description would make me go out of my way to eat it, though (ay, sige na nga, kahit kaunti na lang!) :-p
