抗議基隆市政府捕狗隊虐補流浪狗遊街示威紀實

相簿照片攝於2005年六月一日,一場抗議基隆市環保局捕犬隊虐補流浪狗的示威活動。這也是自己頭一次的社會運動經驗∼很榮幸的獻給了流浪動物!也許這樣的發聲與怒吼無法立即撼動整個大環境,但只要清楚現境並在其中找尋任何的可能性,並付諸行動,我相信此道不孤必有鄰,劣境還是有扭轉的一天!

抗議事由肇因於:基隆市崇法街一名精神狀況不佳的住戶在家中養5隻小狗,屋內玄關長期堆滿狗大便,受不了惡臭的鄰居紛紛向總統府等單位陳情。上月19日,當地里長黃元良請環保局協助清洗環境,也說服屋主將狗兒交由市府寵物銀行代養。但在執行過程中清潔隊員捕狗時,使用套繩套住一隻黑狗脖子,直接吊進捕狗車上的鐵籠,這一鏡頭被中天電視台記者拍到,黑狗掙扎狂吠的畫面反覆播出,市府網站連日來湧進上千封抗議留言,各地愛狗團體也利用網路串連抗議行動,並向基隆市警方申請集會遊行獲准。許多人在市府網站留言抗議,近百名來自南北各地的愛狗人士,六月一日在基隆市區遊行抗議,連外國人也來「嗆聲」。

環保局長李梁向抗議人士說明,這次事件純係捕狗隊員個人作法欠當,已要求改進。市長許財利也說,發生此事他深覺痛心,失職的2名捕狗隊員已申誡2次處分,他和環保局長監督不周也各自向上級自請處分;市府已訂定作業規範,以後不會再有類似憾事發生。

這項活動由基隆市退休老師黃葉碧、關懷生命協會秘書長釋傳法法師等人召集,經過網路傳播,國際保護動物協會在台發言人海倫,以及宜蘭、澎湖、高雄、桃園等地的愛狗人士紛紛響應;桃園縣保護動物協會甚至包一輛遊覽車來基隆共襄義舉。

抗議人士遊行後,隨即到市府向市長許財利遞交抗議書並舉行短暫會談,要求市府嚴懲失職人員,以後並謹守人道捕犬的作業規範。國際保護動物協會在台發言人海倫在會談中激動哽咽的表示:她嫁給台灣人,當她向外人提及台灣,對方總會說:「那是一個吃狗肉的地方。」顯見外國人對台灣保護動物不力的質疑。他更是不能理解一個號稱禮教立國佛教道教大盛的國度,人心居然如此悲狠。她以幾近顫抖哽咽的聲音提出連串質疑,讓我聽了十分汗顏,汗顏生在這國度汗顏生為台灣人,一個對動物甚至還對自己同胞殘忍的社會。,我怎也無法聯想這個民族有多偉大。腦海裡突然出現政治人物起乩的畫面∼政治人物要我們「站起來走出去」?真妙的口號啊!「站起來∼讓自己丟臉;走出去∼讓自己出洋相」

A Record of Parade Protesting the Ferocity of Dog-Caught Team of Keelung City to Stray Dogs


These pictures were taken on June first, 2005 in a protestation parade against brutalizing stray dogs of dog-caught team of Bureau of Environment of Keelung City, Taiwan. My first experience in the society activity was contributed to stray animals. Maybe this sound and roar from this activity cannot upheave the reality. However, after realizing the difficulty nowadays then searching any possibility and action for my ideal, more brethrens in society will consent to our campaign and I believe we will overcome someday.


This campaign was held by this reason: A psycho living in Kealiung City bred five dogs at home. Because excreta were heap up in the house, his neighbors who could not bear the stink petitioned to officials. The head of local district asked the Bureau of Environment to aid in cleaning the environment and persuaded the householder to send his dogs to City Government’s “Pet Bank” for breeding. During the procedure of catching those dogs, the teammates of dog-caught hang a black dog by a rope on its neck to the cage in van. This picture, which the black barking dog struggled for life, was taken by a reporter of TV station and broadcasted repeatedly. Furthermore, several thousand e-mails protesting this ferocity were surged to the website of the City Government and other groups of doggy-loving also confederated to support the protestation through the WWW. In addition to fury from e-mails, there were about a hundred of protesters around Taiwan congregated at Keelung City for the protestation parade and even some foreigners joined it.

The Chief of Environment Bureau recounted for the protesters that the behaviors of some teammates were not suitable and asked to redress. Mayor Hsu also felt distressful,” The two teammates were record demerits twice, the Chief of Bureau and I had notified superiors to punish both of us for the supervision loss. Some provisions had to be legislated to prevent resemblance occurred.”

This campaign was held by a veteran teacher of Keelung City, Yebi Huang, and Chief Secretary of Life Conservationist Association, Master Shi-Chung-Far. Through the WWW, the spokesman of Universal Animal Protection Association at Taiwan, Helen, and doggy-love folks at Yilan, Penghu, Kaoshung, and Taoyuan echoed. The protesters from Animal Protection Association of Taoyuan rent a bus to carry them for this activity at Keelung.

After the parade, the protesters headed to the City Hall for handing the protest to Mayor Hsu. They asked government to punish the teammates and abided in catching the stray dogs. Helen, the spokesman of Universal Animal Protection Association at Taiwan, said sobbingly that she was a Taiwanese’s wife and when she described Taiwan for foreigner friends of her, they always responded “That was a place of dog-eating”. It was obvious that foreigners suspected the animal-care policy in Taiwan. She could not realize that some people living a sovereign with alleged politeness, and Buddhism and Taoism faith were so cruel. Her shivering voice with serious doubts put me to shame. Felt shame to be a Taiwanese living in this place where a society tortured animal even compatriots. I could not connect the word, greatness, to this people. Suddenly the politicians’ pictures appeared in my brain : They roused us to “stand up and strode forwards to the world”. What a dirty slogan, “Stand up – to shame ourselves and strode forwards to the world – to fool ourselves.”
