City Hall - I used to go to the fourth floor of the City Hall during weekends - Hong Kong Public Library (main branch at that time) occupied third (Children Library) and fourth floor (Adult Library and you have to be 14 years old or older). I was not 14 but I was tall and I easily "got away" of the requirement. There was a booth outside the library entrance to check your bags.
